How will having twice as many period ends and beginnings fix that?
Look at the women's model. There is only one TV timeout per quarter. Add in the quarter break, and you have three stoppages per half. The men's game has four TV timeouts per half.

Basically to keep states from going rogue and also to allow for actual rule enforcement. We'll see if this falls through.

Alleluia! Getting rid of all the crew initiated challenges on out of bounds calls will really help with the pace of games in the last couple minutes. I really hope refs are also told not to initiate timing reviews unless there is a real concern the clock operator was far too slow to stop the clock. Last season, it was like they automatically went to the monitor just to be sure it wasn't a tenth of a second off. That said, college clock operators truly are awful compared to the NBA.
 
Personally like halves format, although I am fairly ambivalent. More than anything, I would prefer a mechanism to discourage end of game fouling.

Agree about discouraging reviews. Not sure how to improve clock operators/officiating in general though; basketball has to be toughest of the big 4 to officiate and there are so many games, CBB is going to end up with shitty officials. Try to minimize how much they can interject themselves.

If the do go quarters (like the gals), make it an automatic 2 shots once you’re over the team limit (again, the women already do this). I don’t think it’d end end of game fouling, but to borrow your word, I do think it’d discourage it a bit.

Teams would probably still foul at the end of games in college because (a) college players don’t shoot FTs as well as NBA players, and (b) the shot clock is 30 instead of 24. Who knows, maybe college will eventually go to a 24 second clock.

Yeah or even a triple bonus/2+ & ball after a certain threshold.

Comebacks are exciting for sure but to me, end of game sequences are almost unwatchable at this point.
