UCF is a dump of a commuter school and is not good academically, just like the schools you posted in the same tier. It has a lot of students because Florida has a lot of people in it and they don't have as many public universities as a lot of states have. UCF is the Florida equivalent of UCO. People with options are not going to go there.
I have a little difficulty grasping your assessment that UCF is weak academically when their research dollars exceed those of OU by roughly 20%. ACT/SAT score of entering freshman for OU and UCF are the same. Also the academic ranking of the world's top 500 universities in the link below includes UCF but excludes OU.
Perhaps UCF is much stronger academically than you perceive. While UCF is not as large a commuter school as imaged they along with Arizona State have taken the lead nationally if online education which has attributed to their rapid student growth. They do have about 10,000 students living in university housing and I would assume a similar number living off campus as full time students so it is not a school absent of a typical university social life.
My OU graduate friends that live not far from the campus say it is a big campus school with lots of students on campus. I have not been their myself.
