About 84-90 is not even close OU is way ahead. But about 90-95 OSU is way ahead. From about 95-00 it was probably about even. Then 00-03 it was OU, 04-06 it was OSU, 07-08 it was us, then this year we stunk OSU was okay.

Using the tournament year for the "year" in question, I would break it out like this:
1984-1990 - OU was by far better, especially 1985-88, but OSU started to close the talent gap in the last few years, leading into the Sutton era
1991-1995 - OSU was unquestionably better, as they rose to become the #2 program in the Big 8 after Kansas. Tubbs leaves after the 1994 season paving the way for Sampson. OSU reaches five straight NCAA tournaments capped by the Final Four run in 1995.
1996-2000 - Stalemate years. Both programs sort of swooned as Sutton/Sampson re-built following senior-laden 1995 teams. Both programs start picking up steam toward the end of this stretch, when OU finally registers a Tournament win under Sampson and OSU reaches the Elite Eight.
2001-2003 - The Price/White era. Program success tilts toward OU, as they nab Final Four and Elite Eight runs. OSU still making the Tournament and starts to pick up steam.
2004-2005 - The John Lucas/Tony Allen/Joey Graham era. A two-year stretch of top 10 OSU teams. OU is a bit down in 2004, but back in the tournament in 2005.
2006-2008 - Transition years. A highly transitional period for both programs. OU starts the Capel era off in rough fashion, but then he lands Blake Griffin and takes off. OSU starts the Sean era off like gangbusters in 2007, but then the season and the entire program collapse. Ford comes in and gets OSU back to the NCAA Tournament.
2009-forward. OSU still establishing identity under Ford. OU tries to establish post-Blake identity under Capel.
