I think that would be a stupid rule. So you couldn't even start offering kids scholarships until less than 1 year that most of them would show up on campus. Wouldn't give kids much time to make up their mind. And how would you enforce it anyways? You'd have coaches saying "We really do want you to come to our school as soon as I can offer you a scholarship" and players saying "I really look forward to coming to your school as soon as you can offer me a scholarship." LOL. Basically like a verbal they have now.
I can see them saying you can't sign until a certain date but even offer? That's dumb.
