Its amazing year after year watching these teams win games they "shouldn't" with players i wish we had. How do these schools find players like this that no big time schools wanted but somehow can really play?

I would assume a lot of high major coaches get caught up in pro specs too... Maybe the 6'1'' guy is a lot better than the 6'5'' guy, but the coaches and scouts buy into the potential of the bigger player

There are like 250 lower level D1 teams. Most of the 3000 players on those rosters are unremarkable. The teams you see in the tournament are the very best of that bunch. They're usually full of senior guards who can shoot and surrounded by some one dimensional, but useful players. There's also a decent number of transfers from higher end schools, a la Jelon a few years ago.
