I'm not saying there is no waste, but it's not as much as you imply.

They can't free up tens of millions without affecting the program in some ways. A few million? Five million? Probably.

+1. Joe C was a responsible spender. There isn’t some huge efficiency opportunity out there unless you start cutting non revenue programs.
