I think that tweet was for Rick Issanza. He never signed a Letter of Intent (LOI) because he committed after the spring signing period had expired. He verbally committed to the Sooners, but they couldn't comment on him.
He had to enroll at OU and actually attend a class before he was officially added to the roster. He missed the first summer session, but started the second summer session this week.... and finally went to a class.
