Does the ACT have anything to do with National Merit Finalist. I didn't get a perfect ACT, but I did pretty well. I didn't do well enough on the PSAT for the NM Semifinalist though, so I don't really know the qualifications.

ACT has nothing to do with National Merit; that's PSAT/SAT. ACT gets you the Oklahoma State Regents scholarship, which is also basically a full ride.

Not necessarily, if he has a full academic scholly he won't count at all, as has been discussed in this thread.

Found this tidbit on the Boston Herald website, published two days ago:

Mr. Basketball Minnesota, 6-foot-10, 228-pound Kevin Noreen of Minnesota Transitions, is visiting Oregon this week and has trips planned to Washington and Washington State.

North Carolina was eliminated from consideration by Noreen because of an Atlantic Coast Conference rule requiring he sit out a year because he had signed with another conference school, Boston College. The Gophers retain cursory interest.

Kevin Noreen (right), Mr. Basketball in Minnesota, is one of the last prizes of the 2010 recruiting class and according to a couple of recruiting sites the 6-foot-10, 190-pound forward visited Washington and Washington State this weekend and scheduled a trip to Oregon.

The Huskies have a spot available on the roster, however, coach Lorenzo Romar said he'll likely save the scholarship for next season. Many believe Noreen has skill and talent, but lacks the athleticism to play UW's up-tempo style.

He could land in Pullman or with Oregon, which also has room on the roster.

Noreen set the all-time Minnesota prep scoring record at Minnesota Transitions Charter, a Class 1A school in Minneapolis. He averaged 38.6 points, 16.5 rebounds, 5.9 assists, 3.9 steals and 3.2 blocks last season, however, because he didn't play in the big-school division he wasn't highly rated nationally.

Rivals.com rated him a three-star recruit.

Still, Noreen reportedly had 20 scholarship offers and signed with Boston College in the early signing period in November, but asked for and got a release when Al Skinner stepped down as the coach.

If Noreen signs with a non-ACC school he would eligible immediately. If he signs with an ACC school, he will lose a year of eligibility and must sit out one season.

Noreen visited Northwestern, Marquette and Providence. He has scholarship offers from those schools as well as Boston College, Colorado, Oklahoma, St. Louis, UTEP, Duquesne, Virginia Commonwealth and Washington State.

According to the Herald-Times, Noreen has drawn significant interest from Iowa State and he said California and Florida offered to take him if he would go to prep school for a year.

"That isn't for academic reasons -- Noreen and MTS coach John Sherman say he carries a 4.0 grade point average -- but because those schools are out of scholarship space," according to the Herald-Times.

I'm confused by this. National Merit semifinalist status is determined solely by one's score on the PSAT during his junior year. You can make a perfect score on the SAT, but if you didn't make the cutoff score for the PSAT, you're not going to make National Merit semifinalist. The SAT has no influence on making National Merit semifinalist.

This is [kind of] true. The SAT has no bearing on Semifinalist status, but it does determine finalist status. So, if you get a 220 on your PSAT but only a 1600 on your SAT, it might be hard to make finalist. At my high school, they told us that something like 95% of the people who did the paperwork and took the SAT went on to finalist. But maybe others had different experiences.

They just want to make sure your PSAT score wasn't a fluke and the NMSC would love to not have to pay out any more money . Also, they don't want OU to shell out $87,000 for you if you don't deserve it(or so they say).
