That was not a smart foul. If he doesn't stick the leg out he is fine there. The guy was going to be 40 feet from the basket trying to get a shot in 3 seconds and instead he fouls him.

The new rule is that it has to be in the players hands at 25 seconds. Technically Neal didn't have the ball till 24 seconds so it's a good call.
