I think you are guessing correctly. The athletic department will not bite the hand that feeds them. An alternative is to do things that promote positive reinforcement for attending sporting events at OU.
They have done things in the past like rewarding donors for "perfect attendance".
I also think continuing to try and make it quick and easy for donors to give their tickets away to other fans is a way that can help the no-show problem.
