Question about ceaser play

I have seen this on several occasion in college and pros and alwAys wondered why it was not a technical foul. It was when a walk was called on ou player and ceaser slammed the ball out of the ou player hand while they were holding it. It's a dead ball so ceaser would not be able to take off with it to me it's showing up the other player.

This is definitely a technical foul, but I'm not sure about your first example.
