Miller didn't pay anyone. No one alleges he paid anyone. He didn't get any money -- so there's nothing to pay taxes on -- and he didn't pay any money. His income didn't change by 1 penny. Giving money to another person is not illegal.

If I arrange for another poster to put a bullet in the back of someone’s head have I done anything wrong? I didn’t actually pull the trigger, I just paid someone else to do it or arranged for it to happen.
Please understand I am not advocating killing someone or suggesting Miller’s actions are the equivalent of paying for a hit. I am merely using an example from movies to make a point.
