Apparently they are trying to waive the 10-day waiting period so that they can possibly strike a deal with Gillespie on Wednesday, March 16th.

According to Chris Level, "all parties" are on board with hiring Gillespie, that their meeting went well, and that "barring something crazy", Gillespie will be the next coach at Texas Tech.

Again, all of this is per Chris Level and the Tech rivals people.

is that not from much earlier today. Level later stated that Kirby Hocutt would be making the hire (and they won't officially offer anyone until he is fully on board). He is still working for Miami until the 18th, seems that is a bigger issue then any 10 day hiring clause.

They cannot get out of the 10 day window. It is Texas law I believe.
