High school prospects get bigger draft slot bonuses than college kids, for obvious reasons (more leverage in high school than college, more youth and potential, etc). Blair is what OU needs.

Not exactly true. Slot money is based on the pick position, not whether or not the draft pick is in college or HS. A team can go above the slot value as long as they are within the constraints of their bonus pool to entice the player to sign.

But to your point, though not technically true, a HS player may have more leverage because they already have signed in college and have a path to use as leverage to get more money. Plus, especially in the case of a pitcher, they are younger and have more upside years.

However, a college junior, especially position players, have the same kind of leverage as they can go back to school for their SR year. A senior will not have that leverage to get extra bonus money. This leverage of not signing with the team that drafts them is how Kyler got such an attractive bonus, before slot money drafts.

With all that said, you are absolutely correct- better hope he doesn't hit .500 and bang 20 HRs next year, or his slot position will probably be too attractive for NIL to overcome.
