Saying the BOR approved construction is overstating it a bit as to where OU is at in this process. Funding for the stadium is still to be raised. Note this in the article:

“He (Joe C) said the next step for the construction and renovation of the facilities is to seek approval from the Board of Regents about a full-fledged funding plan. He didn't give any concrete dates for when the athletic department will return to the board but is hopeful that it could happen in the "very near future."

It would appear that they still need several more big donors to step up with about $1 million each to get donations at or about 50% before the balance of the funding from the BOR will be requested based on statements.

Per the linked article as of September 12 donations were at $4.1 mil with a target of $12.5 mil for the $25 million softball stadium. My guess based on how solicitations for donations have been going the last year the softball stadium is still 2-3 years away. At least!

OU needs for the oil industry to boom again so funds for big dollar donations are available.
