Or his new shoes have a thicker sole, we would need to have him measured barefoot to know

They should do all measurements without shoes. That's their true height. I realize they don't play barefoot but measuring with shoes brings wild inconstencies.

Last year Buddy measured 6'4.5" in shoes at the Nike Skills Academy.

Regardless, I wouldn't read much into a small fluctuation in measured height. Even if you compare measurements of height without shoes, it's not apples to apples. For example, time of day matters, as people are taller in the morning than at the end of the day, as the spine compresses throughout the day.

Pertinent article about NBA combine measurements several years ago: http://www.draftexpress.com/article/Analyzing-the-NBA-Combine-Measurements-3237/

But he doesn't play barefooted, so his height only matters with shoes on.

Yes and no, shoes vary in sole thickness do he could be 6'4 in one shoe, 6'4.25" in another, and 6'4.5 in a third. That's why the NBA combine measures both.

Buddy and Kobe.

That's like saying a football player's weight should only be given in full pads.

Never understood this argument.

this picture is really surprising to me. Kobe is a pretty big dude. To see Buddy look almost as tall (with some hair of course), is interesting.

Kobe is listed at 6'6". Buddy looks about an inch and a half shorter.... that matches up with his 6'4" measurements.
