I haven't seen anything official that calls him a point guard. And I've seen very little that calls him a combo-guard, though that is probably a decent description.
ESPN calls him a versatile swingman with good size and a strong wing. That doesn't sound like a pg to me. I'm guessing Hornbeak is much more of a pg option then Cousins. ESPN also says that Cousins needs to improve his handles. Might be an old scouting report since Cousins has just "come on" in the last few months, but I actually like both Hield and Hornbeak to contribute more next year.

Mount Vernon’s semifinal win over CBA wasn’t the best game for Cousins, averaging 16 points per game, as he finished with only six points. But he had seven assists and three steals.
“He didn’t shoot well, but he’s elevated his game so much,” said Cimmino, who added it felt like Cousins had “a dozen” assists.
He was also running the offense in a short video I saw (can't remember where). I don't know if he could be called a true point guard. But a 6' 4" guard who can play the position would be a nice addition, especially if he can score from the perimeter. Wish we knew more about this kid!
