This makes more sense to me, although I don't think anyone but Louisville has the power to fine coaches.
Suspend the coach. Fine Louisville.
They've also told universities, essentially, that their punishment would be lighter if they got rid of the coach.
The key is to ban them next season, not this season, so this year's players aren't hurt by the actions of others and they get a chance to go somewhere else. Then, the school and athletic program is hurt but they players are not, unless they choose to stay. Then, it's on them.
