Question about Compliance/Athlete Eligibility

Is there a compliance department at OU that gives to go ahead on whether an athlete can be pursued or not based on the probability of them being a student that can maintain eligibility at OU?

For high school kids, I think all they have to do is qualify and be approved by the NCAA Clearing House. Sometimes JC players have problems with credits transferring.
