In the past I've read about them basing their rankings on total number of stars, which would make a class of 5 2* recruits ahead of a class of 1 5* and 1 4*. I'm not sure there is any rhyme or reason to it.Updated ESPN recruiting ranking has us 15, but how they have the teams ranked make so sense to me.
For example, we have the #1,50,62 ranked recruits, but we are behind UCLA with the #2 and one unranked 4 star recruit? That is only one of the teams in front of us that don't make sense.

This is correct. LOI means nothing. When revenue sharing begins, contracts will be done to officially commit. in the meantime, up until classes begin, your recruitment is basically open.
