I doubt it changes anything. OU fired the coach involved and it was relatively minor when compared to Miami. I think OU will lose a scholarship or two but nothing more. Personally, I think the NCAA focuses as much on how schools deal with problems as the fact that a problem arises. It is very difficult to police everyone and make sure nothing happens; however, it is not that difficult to react once a problem is discovered. I think the NCAA tends to look at on going violations as a refusal to react. I could be wrong but I just don't see the two situations as all that similar.
