no. There isn't even a choice really.
Herd immunity by definition does not involve a vaccine
Vaccines result in immunity. That’s how they work. When a population is vaccinated over a threshold percentage, they have achieved herd immunity. And once herd immunity is achieved, through vaccination, then those that can’t take a vaccine are also protected. See: polio, smallpox, etc.
