I think more like you have to have the job posted for 10 days before you can fill it. For a state job I think.

since we copy every other law Texas adopts it wouldnt surprise me a bit.

My mom worked for OUHSC before she retired, and I remember her having to wait out the 10 days on a hire she was making. It's been 3 or 4 years though, so not sure if it's still necassary.
