Why are the NCAA Play in games at different seeds?

It seems to me all of the 16 seed games should be play in games. I don't get why you have a 14 seed and 12 seed play in game. Does anyone know why this was done?

Doesn't that seem like the 3 seed and 5 seed that draw those play in games have an advantage?

I think it works this way. Two groups of teams make the tourney. Automatic berths and at large berths. Many of the at large teams would naturaly have higher seeds than the automatics. The play in games are at large teams.
