Yea, they are always in a strange position.

Good enough to be 7th or 8th in the playoffs, which keeps them from landing prime-time players in the draft which keeps them from taking that next step.

The East has a lot of horrible teams. They might end up 9th, but they will finish ahead of the Raptors, Magic, Bobcats, Wizards, Sixers for sure. Celtics and Hawks are likely to be bad too, and who knows if the Cavs and Pistons get it together this year.
